On 9 July 2021, Peru’s Ombudsman’s Office reported long lines and crowding at five COVID-19 vaccination sites in Lima. People were physically waiting for first and second doses, including pregnant women, people with disabilities, and older adults. This was not merely an appointment list or an administrative order: it was an on-site queue formed by people waiting to be vaccinated.
The line revealed more than demand for a vaccine. When people who need priority assistance are drawn into the same route as everyone else, waiting becomes a question of safety and dignity. The Ombudsman called on the Ministry of Health to act immediately to reduce crowding and guide vulnerable users properly. Lima’s vaccination lines show how a vast public-health system ultimately becomes a physical sequence of individual bodies, each occupying a place and waiting for a turn.
