In Venezuela in 2016, people waited outside supermarkets before dawn or through the night for scarce food. Al Jazeera’s reporting documented people selling coffee to those in line and organized groups securing early places. Some participants also bought goods for resale.
Shortage creates more than a line of buyers. It also creates work around the line itself. When waiting becomes routine, position, drinks and information all acquire value.
