In Cabo Verde's presidential election on 17 October 2021, the African Union observation mission recorded how polling stations handled closing time. At all relevant stations it observed, voters already in line when polls closed were allowed to cast their ballots. Final turnout was 48 percent.
What distinguishes this queue is that waiting was not merely congestion; at the deadline it marked the boundary of an enduring right to vote. The clock could say the station was closed, yet the entitlement of people already in line did not disappear. The end of the queue became a legal line protecting participation that day.
