In Zimbabwe in 2008, new high-denomination notes did not end the cash shortage created by hyperinflation, and long bank queues persisted. A Reuters photograph from 1 April records people waiting at an ATM in Harare; by December, anger over cash limits contributed to unrest involving soldiers and civilians.
Larger numbers printed on notes could not restore access when withdrawal limits and prices moved faster. The queue was not simply for pieces of paper, but for the chance to obtain cash before its purchasing power weakened further.
