Under India's government Hajj scheme, applications exceeding a state or union territory's quota are decided by a computerised draw called Qurrah. Official Haj Committee guidelines assign waiting-list numbers to applicants not selected, then fill later vacancies according to priority category and list order.

What distinguishes this wait is that the initial order is created by a lottery rather than arrival time. Chance first separates confirmed and waiting applicants; afterward, every cancellation transfers the possibility of pilgrimage to another numbered application.
