In January 2022, Ghana's communications regulator acknowledged long queues at mobile-network customer centres during the second stage of SIM re-registration. The process required a Ghana Card identity check followed by biometric verification. To reduce congestion, the regulator directed operators to create additional registration points and dedicated business desks.

What distinguishes this queue is that confirming ownership of a phone line became an in-person link between a national identity card and biometric data. The response was not simply to ask customers to wait more efficiently. Expanding the places where the queue could be processed became part of implementing the policy itself.
