In April 2023, long lines formed at the Ministry of Interior service offices in Podgorica, Montenegro, as citizens and foreign residents waited for documents. Local reporting described a broken ticket machine, ordinary waits of one to one and a half hours, and cases in which people waited three or four hours without completing the process. Residence permits were a major purpose. Because this does not match existing Candidate 918 on post-independence passport renewal, it is maintained separately.
