India's Haj Committee guidelines for 2027 provide that when applications exceed the quota, selection is made through a computerized draw called Qurrah, followed by a general waiting list. Priority categories, including older applicants and eligible waitlisted applicants from an earlier year, are handled first.
Non-selection is not always final. Places released through cancellation or failed payment move to applicants in waiting-list order. Access to the pilgrimage is therefore managed through three layers: priority category, random draw and an ordered reserve list.
