In 2021, the second stage of the Philippine Identification System required registrants to visit centres for facial photographs, fingerprints and iris scans. A regional Philippine Statistics Authority publication records pre-registered residents waiting in line for biometric capture.
What distinguishes this queue is that people were not yet collecting identity cards. They were waiting for their bodies to be converted into administrative data. Face, fingers and eyes passed one by one through shared equipment at the entrance to the national ID system.
