Indonesia’s Hajj queue is not a line outside a counter but an ordered national register. According to the Cabinet Secretariat, the longest calculated wait had reached 49 years. A changed formula first reduced the national average to 26 years. Officials then cleaned and validated 5.7 million pilgrim records, identifying about 400,000 invalid entries; the average wait for those departing that year became 14 years. The reduction did not come only from adding journeys or seats. It also came from rechecking who occupied the administrative queue. In a register-based system, invalid or duplicate data can postpone the departure year of real applicants. Data cleaning therefore became a policy that reordered millions of future pilgrimages.
