On 21 June 2021, new registrations for seasonal work schemes were scheduled at the EFKS Youth Hall in Mulinuu, near Apia, Samoa. Local reporting says roughly 600 people were admitted first and those remaining outside were asked to line up. Some had been waiting since 4 a.m. The crowd then surged towards the entrances as people tried to reach the front, and officials cancelled the registration.

Seasonal work abroad links wages earned beyond the islands with family life at home. Applicants had been told to bring identification and supporting letters from village or church leaders and to complete registration forms. That day, however, the system for preserving order could not absorb the demand. The queue was both an entrance to overseas work and a test of whether opportunity could be distributed safely.
