At the Department of Migrant Workers regional office in Cebu, overseas Filipino workers had raised concerns about long queuing times for Overseas Employment Certificates. The Philippine Information Agency reported that processing was reduced from 30–45 minutes per client to 10–15 minutes. The OEC is a key document used by overseas workers in departure procedures.
What distinguishes this queue is that improvement came from measuring and reducing the service time for each case, not merely counting those waiting. A worker's journey abroad depends on administrative speed before reaching the airport. Saving more than twenty minutes per client compounds across everyone behind them in line.
