In Palau, the sea is both a celebrated landscape and a source of livelihoods. Fish do not recognise administrative boundaries, but people who harvest marine resources operate within rules and permits. Fishing registration and licensing can serve the practical aims of managing catches and protecting shared resources. Yet the existence of a permit office does not establish that a long queue formed there. A specific line for fishing licences should not be presented as an observed scene without direct evidence. The tension is still worth examining: freedom to work at sea meets the collective obligation to care for it, often through paperwork completed on land.
