During a mobile registration mission in Tikrit, Iraq, refugees and asylum-seekers climbed the stairs one by one and joined a queue leading to the UNHCR team. Iraq's refugee authority and UNHCR had brought registration closer to people who would otherwise struggle to reach a central office.

Registration handles identity, family information, and protection circumstances and can lead to government documentation. The mobile model reduced long-distance travel, but on site it still required an ordered physical line into individual interviews.

Bringing an administrative service closer did not abolish waiting. It moved the queue from a distant central office to a local building and placed the institutional entrance at the top of a staircase.
