In December 2023, parents queued for hours to complete first-year enrolment at Accra Girls Senior High School and Achimota Senior High School in Ghana. During a JoyNews visit, one father said he had left home at dawn and received a numbered ticket intended to regulate the process. Queue-jumping later disrupted that order. People who had arrived around 5 a.m. still had not received their forms by 11.

Another parent arrived at 7 a.m., had a passport photograph taken and attached to the form, and then continued waiting to be called. This was not a single counter queue but a chain of stages: receive a number, take a photograph, prepare documents, and wait for a name. When one stage failed, arriving early no longer guaranteed an earlier turn.

The immediate context was the Education Ministry's decision to retain a 4 December reopening date as part of returning schools to their pre-pandemic calendar. Pressure to meet an administrative timetable was transferred to parents at the school gate. When a numbered ticket no longer preserves order, the queue consumes not only time but confidence in the procedure itself.
